Ocean Eyes

I used a photo editor on my phone to change the picture titled "Girl" today.

Something that is concerning me is that the beach picture is not mine so I'm kind of conflicted on whether or not it's okay to use it? I thought of this too late to change it and in paper collages people do the same thing so I think it's okay? I'm going to make sure anything I use is public domain from now on though.
